The present monographic work tries to understand the relationship between the school (represented by the school manager) and the community (through the School Council), in the process of democratic management, describing the role that this council exercises in the school community, as well as its participation in process of constructing the school's educational proposal and how its actions influence the process of democratic management. For that, the bibliographical study was directed towards the role of school in society, democratic management and school council, developing a qualitative study of case study in a primary school in the city of Sant'Ana do Livramento, in the State of Rio Grande do Sul. To complement the research, a questionnaire was applied to the teachers' representative and another to the representative of the parents segment of the School Council, with dissertation questions. It was also used the documentary analysis, being the sources used: the Pedagogical Project of the school, the School Council Regiment and the Municipal Law that regulates the creation of the School Councils, and it was still based, in the theories of Paro (2000) and Navarro (2004), among others. Finally, it is concluded that the implementation of Democratic Management is still a challenge, and that community participation is essential for the construction of the educational proposal. For this, the school must seek viable means and strategies for both, for only through understanding Manager X School Council this may become possible.
