This paper aims to review the framework and concept to the subject in virtual environments for
teaching and learning since the topic raises controversy and endless reflections. First, it
contextualizes the moment and the conditions under which came the emergence of the Internet.
After it is proposed a reflection on the introduction of the communication network in the
classroom as a teaching resource, the benefits brought to the educational process and an
analysis of teacher and student profile before this new proposal. In the following, general
considerations are made about the possibility of distance education. After proposing a reflection
on the commitment of public policies to accelerate the inclusion of the Brazilian population. Still,
there are considerations of virtual environments for teaching and learning and an analysis of
some of its characteristics. It is noticed that the conditions in which takes the educational
process for distance education are improving. Thus, the Internet Distance Learning in virtual
environments for teaching - learning can be seen a significant progress toward finding a quality
practice. However, this process is still very new and we need many reflections and adjustments
are still made to the technologies may in fact contribute to a quality education and meaningful.
