Abstract

Building sustainability requires the strengthening of citizenship and requires the participation of various sectors of society. Thus, taking as its object the establishment of Local Agenda 21 of the City of Passo Fundo, to evaluate the influence of the implementation of Local Agenda 21 in Local Public Management Step Municipal Fund and its relationship to sustainable development, from the monitoring step-by- step implementation of local Agenda 21 in one case, and what situations are being applied the rules and laws, to achieve sustainable development, taking into account the local Agenda 21 Forum, emphasizing the social, environmental and economic. There is a need for more comprehensive disclosure of explaining what is the Agenda 21, which this instrument can bring benefits to a society, how each citizen can contribute, and how a municipality can serve as a model. And more deep and wide, bringing the local level the notion that the implementation of Local Agenda 21, is nothing more than the achievement of sustainability through a public space, essential to the formulation of substantive policies. There is also a lack of knowledge culture among citizens and also the participation in a concrete way by the government and civil society, as the entities that are part of Local Agenda 21 Forum, about the various aspects and agreements related to the environment environment and development.
