The research proposal is based on the observation of a phenomenon in South Sapucaia City Hall, servers unsatisfied, unmotivated, many experiencing a feeling of exclusion. The monography consists of a study about motivational factors of South Sapucaia municipal public servants. From it intends to evaluate the servers satisfaction level, from Municipal Department of Social Development of the Municipality of South Sapucaia, about human needs defined by Maslow, through a sample survey. To explain servers behavior, it becomes necessary to study human motivation, a key theme of the Human Relations Theory. From among the theories of motivation, we highlight for this research, Maslow's hierarchy of needs. The research application was based on a semi-structured interview, based on satisfaction and non-satisfaction of human needs. Human needs are divided into: Physiological needs, safety needs, social needs, esteem needs, self-realization needs. As a result of the research, the level that showed a lower satisfaction degree was the one of security needs and the level that showed a higher satisfaction degree was the Needs of self-realization.
