Políticas de avaliação da educação básica: gestão escolar da rede municipal de Santa Maria a partir do IDEB

This study aims to understand the articulation of the pedagogical, administrative and financial planning from IDEB (Education Development Index in the Brazilian’s Educational System) in the perception of school managers from municipal public schools from Santa Maria-RS. The methodology used was based on the qualitative-quantitative approach, being carried out a case study, whose subjects are the school managers of the RME. Mixed questionnaires were applied, content analysis and construction of graphs, averages, percentages and percentage differences for the data were performed. The factors that may influence the planning, in the perception of the coordinators, are: insufficient financial resources; lack of teachers to make up the permanent teaching staff of schools; lack of pedagogical support; pupil infrequency; students' undisciplined problems. However, there are other aspects that they disagree about having influence: lack of administrative personnel; lack of pedagogical resources; interruption of activities; teacher infrequency; faculty turnover. It is highlighted that the factors that contribute to the IDEB are: socioeconomic context; teacher training; commitment of families; expectations of the student with the future; government programs; management. In the municipal educational system, the IDEB is not a central element of planning. What is perceived is the commitment to develop the students with a view to better future opportunities, considering the socioeconomic context of the managers. Against this, it is suggested to create institutional evaluations that contemplate other factors and not only the school performance. Focusing the discussion on performance seems reductionist and can bring a distorted view of reality.
