This work follows the stages for developing an Information Literacy development
Portal for the UFSM Library System, as well as a model course in three modules.
The Portal was structured as a MOOC (Massive open online course) for distribution
of instructional content to promote Information Literacy to UFSM's academic
community. As in a MOOC, the Portal includes both locally produced content and
other OER (Open Educational Resources), licensed with permission for free access,
reuse, and redistribution by third parties. This study is characterized methodologically
as an applied experimental action research. It was conducted according to the three
cycles of action research: planning, execution and evaluation. In the planning phase,
the topics of Information Literacy, the role of academic libraries (AL), MOOCs and
their variants, as well as the forms of engagement for AL in this model of open
access to high quality educational contents typical of the Open Learning (OL)
mindset were reviewed. Also in this phase the academic community of UFSM and
the diagnosis of levels of integration of Information Literacy at UFSM were
contextualized. In the execution cycle, the ADDIE Instructional Design model was
selected to guide the tasks related to the production (design, development and
implementation) of the Portal and model course, as well as the collection of data for
the Evaluation cycle. In this final cycle two rounds of usability assessments were
carried out, to verify aspects of implementation feasibility and user's satisfaction,
using the SUS usability scale. This dissertation is part of the Desenvolvimento de
Tecnologias Educacionais em Rede research line, of the Graduate Program
Tecnologias Educacionais em Rede and generated as a product the prototype
MOOC website "Portal de Competências Informacionais do SiB-UFSM" as well as
the model course "Introdução à pesquisa I: fundamentos".
