O apoio institucional como dispositivo para implantação do COAP: um olhar dos gestores municipais

Abstract

This study addresses the Organizational Contract of Public Health Action in the perception of municipal health managers. Our work corresponds to a descriptive exploratory research of qualitative characteristic. The study was carried out in two Health Regions that are under the coordination of a Regional Health Coordination of the state of Rio Grande do Sul, and had as objective to analyze the meaning of the support function in the implantation process of the Organizational Contract of Public Health Action. Data were collected through individual semi-structured interview and participant observation, which were submitted to the content analysis technique. The challenges and qualification possibilities of municipal health managers in the implementation of the Contract, as well as the institutional support of a RHC are recognized as essential to the process of implementing this Contract. In conclusion, there was unanimity in the desire for a better qualification of health managers, as well as a greater initiative of the coordination in this issue, establishing support practices that help in the qualification of municipal management.
