The present research aims to know the school management within the context of a public school in Fortaleza, Ceará, with reference to the actions of leadership and democracy. First contextualize the Management School and educational problems related to it, showing that the subject is a relevant dimension of education, which requires a sensitive and prepared manager. We develop the theme using the methodology of qualitative exploratory research, based on direct observation and analysis of questionnaires, and also relied on the literature search. To give more theoretical research, we have considered authors in the field of education, as Alonso (1976), Campos (2009), Frigoto (1997), Gadotti (1997), Time (1994), Lück (2000, 2001 and 2002 ) Lyndaker (1996) among others. We also use the Law of Directives and Bases of Education (No. 9394/96) and the 1988 Federal Constitution. Based on the analysis of the questionnaires we conclude that the School Administration theorized is far from what we observe in the context of public school. In the context studied for several management weaknesses, depending on the managers to demonstrate lack of commitment and total lack of preparation with the administrative and pedagogical issues when they should act as lead in the evaluation of educational projects.
