This thesis had how subject the organization of health services to production of the care to the
people victims of disasters. The object of investigation was the implementation of health care
services, for the offer and continuity of people care, who experienced a disaster. The study aim
was analyse, considering the values and guidelines of Unified Health System, the organization
of management and care of the service that assisted, to the follow-up, to the victims of the Kiss
Boate fire, of the Ambulatory Care Center to Accident Victims (CIAVA) of the University
Hospital of Santa Maria (HUSM). The case of this thesis was the process of planning, creation
and implementation of a service for the care follow-up to the victims of the Kiss Boate fire.
This is a study descriptive and analytic, guided by qualitative approach, that has as subjects the
managers and professionals who had and/or have any involvement with the Kiss disaster. To
answer the aims proposed, it was performed a field research with data and sources triangulation.
Of the content of information, emerged central categories, about service organization and
production of the care, the facilities and difficulties in implementation of the continuity of care
to the victims of disaster, and in their relationship with the values of Unified Health System –
universality, integrality, regionalization and participation. After analysis it was possible
perceive that service organization considered, effectively, the value of access guarantee, with
preoccupation that offers of the service achieve the integrality of care, and the autonomy of the
people that are being caring. Among the difficulties, the insufficiency of sources stands out as
the largest of all, perceived to structuring of the CIAVA, and realization of the ambulatory
following to the victims. It was highlights, between the facilities, the role of HUSM and Federal
University of Santa Maria, the professionals’ implication, the centrality in wearers in the
construction of flow access and the collegiate decisions. The thesis systematized, the
organization of care continuity, and the innovation produced with the creation of the
CIAVA/HUSM. With the presentation of the results, it was intended that this study can help
other health services that may come across similar. To describe as, is the concrete case of Kiss
disaster, was structured the care following seek to contribute to the knowledge production about
health care in disaster situations.
