This research aimed to identify how the municipal school Educarte from Ernestina - RS can act to bring the local community of the school and to make its true role in society. Therefore, methodological principles used left a qualitative research involving a semistructured interview with the direction and school coordination, with two teachers from different disciplines, a parent representative, a representative of the employees and the Secretary of Education of the City of Ernestina - RS. From the reflective analysis of the data obtained in the interviews, it was possible to understand that a democratic administration, enables subjects of the school and the local community more autonomy in decision making and thus contributes to the teaching qualification. In the context of research management is realized through democratic deliberative councils, community participation in meetings and educational projects. Like all processes of democratization in construction there are still differences that need to be molded order to achieve effectively the autonomy of individuals. However, it is critical to understand that even in a globalizing society with principles, valuing the local community, assigns a value to education for social citizenship.
