This research had as its theme the democratic participative management. Its overall objective was to analyze the obstacles to the implementation of the Democratic Management in Municipal Schools of the Municipal City of Ibarama Teaching / RS. We had the problem: the management of public schools As has been effective? As the process of choosing directors? Parents, students, teachers participate in decisions of the schools of the Municipal School in the municipality of Ibarama / RS? What are the challenges and opportunities identified in this process with a view to democratic governance? The methodology used was a case study with a qualitative approach. This kind of research the researcher is part effectively in the context and in the researched situation. The subjects involved consisted of three managers / directors of public schools in Ibarama / RS. The collected data were analyzed using content analysis. The result of this research showed that public schools have a masked democratic management model, because in reality it does not exist. The school's decisions are not taken democratically, beginning with the director, who is chosen on the basis of party affiliation. Through this research, we tried to present the reflections and challenges for the implementation of a democratic administration in local schools Ibarama / RS. And also to find solutions to reduce the barriers that prevent the transformation of this educational reality. As well as ways to show that the school community can exercise the right to participate in school demands through the collective elaboration of the Pedagogical Political Project; School Board; the Association of Parents and Teachers; the Student Government and the election, by voting, the school manager. These actions aim to show that to deploy the democratic participative management in the Municipal Schools Ibarama / RS will be necessary to change the mindset of people, work with mechanisms that provide the participation of the whole school community, so the school would conquer the political, administrative autonomy, educational and financial, and thus the management would effectively democratic participatory.
