The concern for the theme generating this research is centered in the promotion of the integration of the educational technologies in network in Higher Education, focusing on the production and adaptation of Open Educational Resources (OER). In this sense, we propose to investigate the impacts of technological-pedagogical fluency on the teaching performance around the production of videotapes in the REA format, with students of the Licenciatura Letras Española course enrolled in the Discipline of Public Educational Policies and Management of Basic Education, In the first half of 2017, At the Federal University of Santa Maria- UFSM. As specific objectives, we first define, based on the current literature, the concept of OER. Also, to identify the basic theoretical-methodological principles of technological and pedagogical fluency in the production of OER and, finally, to follow and record the procedures that involve the production of videotapes in OER format. For this, we were guided by the theoretical-methodological conceptions of action research, establishing cyclical stages of planning, implementation, evaluation and replanning in our actions.
