Es innegable la importancia que tiene el desarrollo de las diferentes infraestructuras de transporte en el crecimiento armónico de la economía nacional y regional. En este contexto, la red terciaria tiene un papel fundamental, pues constituye la infraestructura de transporte de mayor extensión en el territorio nacional. Su funcionamiento en óptimos niveles acelera el crecimiento económico de la población rural, permite articular los centros de producción rural con los centros de acopio urbanos y su eficiente distribución; fortalece la presencia del Estado en el territorio, promueve la oferta de servicios públicos, de salud, seguridad y educación.
