This work refers to free software, in its consideration of relevant technological artifact in the structuring process of the global information society. In particular, it is an inquiry into the transit of the Law Projects that were presented in the Congress of the Republic in order to regulate the use, production and commercialization of this technology in Colombia, which failed to become a norm. For this study I have made an approach from various theoretical and methodological frameworks of the social sciences with an emphasis on the Social Studies of Science and Technology that have advanced in the understanding of the relations between technologies and societies as assemblages of heterogeneous elements. I have shown that the approach to the structuring of networks of actors and actants around free software, as a result of extensive controversy processes, can contribute significantly to the explanation of technological regulation in Colombia.
