According to the Fundación del Español Urgente, there are two styles for quoting somebody: indirect and direct. The first one reproduces the ideas that someone has expressed; the second one refers to exacts words, in quotation marks. With the last one, El Tiempo ended up publishing the headlines about Hugo Chávez between 1999 and 2010: former venezuelan president was moved from the international to national section, from being referenced with passive verbs to active verbs, fro 'to be' to 'to do', from being quoted through his ideas to being mentioned with his exact words.
