Building on the concepts of interdependence, risk, governance, sovereignty and democracy, as a base, this article discusses a mechanism to formalize the effect of recent changes in the international development cooperation system upon the government function in the countries that receive development aid. This allows for the proposal of new dimensions within the debate on the problem of sovereignty. The case study taken is the process of transition to democracy in Egypt and the roles that different actors of the international cooperation play in the normative orientation of this debate.
