This research aims at developing a framework of recommendations for the South-American Council on the world drug problem, in order to respond to the problem of drugs in the South-America region from the diagnosis of the scope and limitations of the Inter-American Drug Abuse Control Commission and the Decision 505 or Andean cooperation Plan for the fight against illicit drugs and related.
