Abstract

The excessive proliferation of political parties and the lists to the public corporations, allowed by the weak rules of 1991 s Political Constitution and the shrewdness of Colombian politicians, made necessary a political reform in 2003. This reform, manifested in the Legislative Act 01 of 2003, amended the Colombian electoral system. The most visible changes altered the manner of votes conversion into seats, the application manner and voting mode, and the creation of a legal barrier. These modifications caused the political parties regrouping, but not necessarily its strengthening, as it does not supply the necessary tools for transparency and internal party democracy, which would lead to their actual institutionalization. The Partido Social de Unidad Nacional (Social National Unity Party)-partido de La U-, is created after the reform implementation and achieves the highest national vote in its first elections. But, does this electoral result turn it into a strong party?.
