The phenomenon of transnational terrorism, particularly with respect to its jihadist vein, has raised concerns within the international community, specifically within those Western power centers who have experienced violations first hand. Organizations like Al-Qaeda, through concentration and a wide network of cells, operate and execute terrorist actions in various regions of the world are now identified as non-state threats in Western security systems . The Spanish case is a clear example of the new trans-nationalism of terrorism generally, but also of the particular nature of the Jihadist stream which is prevalent within European territory. It was with the attacks perpetrated in the subways of Madrid, that alarms began to sound throughout the European Union, bringing with them a series of reforms which were necessary to confront and combat this threat in the security systems of most Member states. Against this backdrop, and using the field of Foreign Affairs, the threat jihadist terrorism poses to the security of Spain can be understood, beginning with the analysis of key elements such as: Spain"s own case of terrorist activity, the proximity of the Country to the Mediterranean, Maghreb and Sahel regions, ideological Jihadist groups and the deepening Spanish security agenda stemming from 11-M, among others. The extent of jihadist terrorism is certainly perceived within the international community- it is there that lies the importance of studying the counter-terrorism strategies developed by Spain to combat this phenomenon. These threats are not only found within Spanish territory, but also in nearby regions and the rest of the world
