Resumen
This thesis provides conceptual review of possible alternatives to establish control in bilateral cooperation agreements, regional and multilateral, to help mitigate the effect of bio-piracy in Colombia due to the access of genetic resources. It is part of a comparative analysis of proposed control basics for negotiations on environmental issues that were conducted in three different areas: the bilateral, regional and multilateral levels, taking in account the reference to the issue of protection of genetic resources accordance with the Convention on Biological Diversity, 1996 Decision 391 of the Andean Community and the text of the FTA between Colombia and the United States, having emphasis on the environmental bargaining. This based on secondary information, specifically concerning official government publications, treatises, textbooks and academic journals, official websites and publications of research institutes, which has allowed a deeper approach to the observation points.
