Abstract

The interest of this paper is to evaluate the design and formulation of Public Land Restitution Policy of the Government of Juan Manuel Santos. The text seeks to establish the successes and failures of the process, to show in particular, that although the Land Restitution proposed by the Government was created to overcome the inequalities associated with land ownership in Colombia, its formulation has been insufficient to meet the demands of the victims of armed conflict. The research has as the main theoretical framework the two models for the analysis of public policies proposed by the University of Rosario as to understand how to carry out this public policy formulation was used.
