| dc.description.abstract | This paper examines how the place of Colombia's supreme audit institutions -Contralorías- in the government' s macro-organization and the institutional design affects their performance. The theoretical frame is the theory of institutions (North) and the theory of macro-organizations (Matus): Based on this frame and a study of concrete inter governmental relationships in which they take part, specific flaws in the contralorias’ institutional design are identified: They have to do with their independence and their efficacy of performance evaluation. | |
