Evaluación de la ciencia y tecnología como instrumento de intervención del Estado en la Política Nacional de Ciencia, Tecnología e Innovación
Public policy uses bibliometric-scientometric indicators as mechanism to measure advances on research in science and technology. That use is conflictive for researchers because they see the indicators as menace or an intrusion to the freedom of scientific research. This paper shows how this perception is wrong, and how indicators are based on scientific behaviors in the construction of new knowledge. On the other hand, show how indicators focus on specific results in terms of quality and performance. For these reason, public authorities use bibliometric and scientometric indicators in regulation and public intervention in science and technology.
