Resumen
The purpose of this case study is to analyze the role of the Office of the High Commissioner for Human Rights (OHCHR) in the establishment of the National Plan of Human Rights Education (PLANEDH, for its Spanish acronym) as a public policy in Colombia. This analysis will lead to the significance of the support of the OHCHR in the PLANEDH consolidation process as a public policy as well as a strategy to warrant the promotion, protection and realization of human rights. In this case, the theoretical perspective that would be suitable to explain the influence of international institutions on State decisions is Robert Keohane’s Neoliberal Institutionalism.
