Diagnóstico de la formulación de políticas e instrumentos para el control urbano a la actividad de la construcción en las ciudades colombianas

In the Colombian city there is a tendency to real estate development that seeks greater land use, without following the rules and regulations of land use planning. The interest of this research diagnosed proposed solution is to characterize the development of urban policy, instruments and rules for Urban Control in some Colombian cities, in order to identify existing faults administrative, logistical level, educational, regulatory and financial that prevent effective implementation of the Urban Control function. It was evident that the institutions and procedures are insufficient to carry out urban control, especially in areas of informal development. We were able to establish three possible scenarios for the future of this function in Colombia, and propose alternatives to improve the efficiency of business processes and citizen participation, to ensure the public interest on the subject in the process of urbanization, development and consolidation of the cities.
