It is expected that oil production in Colombia exceeding for 2015 a millions of barrels per day, however in 2012, three years earlier than expected we approach the goal of producing about 900kbpd. This progressive growth indicates that it is urgent to strengthen the transport infrastructure for oil in the country, relying on secondary alternatives as oil transport by tanker to lighten the system, this mode being an Exhaust valve for oil companies. Aware of the challenges that it involve, it is necessary to f ind an optimal cost structure that allows to set reasonable and competitive freight in the oil transportation market, knowing that a freight of these features and aligns loyalty to suppliers (in this case firms carrier providers of the service), to search the same goal: growth. In this way Pacific Rubiales, the second biggest oil company in Colombia, can get their operation, setting not only a solid strategy of evacuation of crude oil pipelines, but also at the same time an effective system of transportation by land, where all involved in the value chain are highly loyal and satisfied with the operating conditions to provide the company; Translated in short, a scheme with a safe, reliable, profitable operation, where everyone wins. Is important to highlight the current structure for the definition of freight, raised by the government through Sice Software does not conform to the operation of oil companies like Pacific Rubiales, becausethe same operating characteristics (location field), and fixed variables in the information system as the real consumption and fuel efficiency in the established routes and maintenance costs.
