La diferenciación positiva como estrategia para combatir la pobreza multidimensional en las comunidades afrodescendientes : el caso del departamento de Arauca

This research is important for political science because it shows the operability and effectivity of “affirmative actions”, as legal tools to end multidimensional poverty in the communities that have been historically marginalized. For the development of this work, I wrote five chapters: The first one shows a historical and conceptual review about “positive differentiation”, as well as characterization of ethno-racial politics in Latin America, and the legislative development in favor of the Afro-Colombian population. The second chapter explains poverty as a multidimensional reality and, following this, it shows some of the most significant strategies that has been implemented worldwide to end poverty, as the most important “Millennium development goal” signed by the members of the United Nations. The third chapter presents relevant aspects of the department of Arauca. The fourth chapter refers to the characterization of the Afro-descendant communities in Arauca. The work recognizes and analyzes scenarios, dimensions and components of “negative discrimination” and deconstructs the essence of “affirmative actions” for the Afrodescendant people in Arauca as collective subjects with rights. The work concludes with the study of cases of “affirmative actions whit differential aims”, implemented from the National Government and the Development Plans at both local and departmental levels. The research intends to approach concepts and evidences for the epistemological discussion at a local, national and international levels- under the concept of an active Afro-Araucan community- and also, it provides recommendations for the development of social initiatives and public policies in the frame of a collaborative and supportive governance.
