This case study proposes to do an analysis about the relationships between the State and the citizen after the, Law 962 from 2005 and Decree 019 from 2012, were implemented. For this purpose will be reduce the scope of the work to the notarial service area, there it will elaborate a fieldwork tending to show through inquests the relationships´ situation, taking as a period the years 2005 to 2012. Is argued that the inconsistencies and failures of the dispositions in the anti-procedure norms from the first government of ex-president Álvaro Uribe and from the first period of President Juan Manuel Santos, in the notarial service frame, generate a negative effect inside the relationships between the State and the citizen. It concludes that actual relationships situation generate undesirables consequences as for the citizen as for the state.
