Resumen
The following research argues that Moroccan to Spain illegal migration led to a formulation of a mediterranean-oriented European Neighbourhood Policy, triggered by a Spanish leadership across the negotiation and implementation of this strategy. The role played by Spain involved an Europeanization of its border issues with Morocco, in a process called Top-Down which involved a progressive adaptation to the ENP institutional architecture. Using the co-development discourse, this process finally brought the inclusion of a Plan EU-Morocco Action in 2005, and the formulation of the advanced Euro-Moroccan Status in 2006.
