Abstract

This first review by the OECD of Mexican science and technology policy assesses the measures and mechanisms recently introduced in the scientific and technological system. It puts forward several recommendations concerning the institutional framework (the role of Congress, ministerial functioning, the S&T budget, decentralisation), higher education (preparatory schools, quality of teaching and research, transparency and accountability), and industrial R&D and innovation policy (tax concessions, transfer and diffusion of technology, improvements within existing programmes).
