Reforma constitucional de 2005: análisis institucional, jugadores con veto y desafíos para el futurom

Desde el retorno a la democracia, la Reforma Constitucional de
año 2005 ha sido la más importante. Esta logró terminar con los enclaves
autoritarios existentes, dando una legitimidad mayor a la Constitución Política.
Para esto, fue necesario un trabajo de negociación con los diferentes actores con
veto, tales como el Congreso Nacional y el Tribunal Constitucional. Esta
investigación busca entregar un análisis sobre este proceso de negociación,
sobre las presiones que existieron desde las diversas instituciones, buscando
entender cómo fue posible la Reforma Constitucional, aún en el escenario
institucional adverso existente Since the return of democracy there have been multiple
constitutional amendments being the constitutional amendments of the year 2005
the most important. It managed to finish with the existing authoritarian enclaves
providing greater legitimacy to the Constitution. For this it required a negotiation
work with different veto players, such as the National Congress and the
Constitutional Court. This research seeks to provide an analysis of this
negotiation process, the pressures that existed from different institutions, seeking
to understand how this Constitutional Amendment was possible, even in the
existing adverse institutional setting on which stood the Government.
