Orientador: Liliana Rolfsen Petrilli Segnini Dissertação (mestrado) - Universidade Estadual de Campinas, Faculdade de Educação Resumo: O objetivo deste estudo é analisar as políticas culturais no campo da formação em música dirigidas às crianças e jovens das classes trabalhadoras, elaboradas pela Secretaria de Estado da Cultura, bem como sua gestão e execução por parte de Organizações Sociais da Cultura. Para tanto, estabelecemos como estudo de caso o Projeto Guri Santa Marcelina ¿ Organização Social da Cultura, a fim de compreender como se constituem as relações entre o Estado, as Organizações Sociais, que são uma parcela da sociedade civil de origem burguesa responsável pela gestão dos equipamentos públicos, e as empresas e as grandes corporações que financiam as ações culturais públicas por meio do mecanismo de renúncia fiscal e/ou patrocínio. Os instrumentos de pesquisa foram: documentos institucionais (Leis, estatutos, regimentos, orçamentos, prestações de contas, contratos de gestão, currículos e programas de formação); trabalho de observação das atividades referentes ao projeto; e entrevistas com jovens músicos em formação, docentes e funcionários. Propõe-se compreender o significado dessa organização social e das relações que legitimam e estruturam sua prática educativa, tal como compreender o impacto que as relações sociais de trabalho exercem sobre as relações de formação Abstract: The aim of this research is to analyze the cultural policies in music education for children and young students of the working classes, developed by the State Secretariat of Culture of São Paulo, as well the management and execution of this policies by the Social Organizations of Culture. It is stablished a case-study, the Guri Program - Santa Marcelina, in order to understand the relationships between the State, the Social Organizations, which are a portion of the civil society related to the third sector and responsible for the management of the public facilities, and the businesses and big companies that finance public cultural activities through tax waivers mechanisms and / or sponsorships. The instruments used in this research were: institutional documents (Laws, statutes, regulations, budgets, rendering of accounts, management contracts, curricula and training programs); field observation of activities related with the program; and interviews with music students, music teachers and employees of the program. The study uses such research instruments in order to comprehend the meaning of these social organizations and the relationships that legitimize and structure their educational practice, and also comprehend the effect that work relationships have on education relationships Mestrado Ciencias Sociais na Educação Mestra em Educação
