Orientador: Rafael de Brito Dias Tese (doutorado) - Universidade Estadual de Campinas, Instituto de Geociências Resumo: Desde os anos 1980 e 1990, uma série de mudanças tecnológicas, econômicas e ideológicas são observadas na esfera militar estadunidense. Essa "Revolução nos Assuntos Militares" foi conduzida pelo Departamento de Defesa estadunidense, o qual movimenta e articula diversos conceitos, práticas, tecnologias e agências para desenvolver o que se entendia como uma nova "forma" de se organizar, comandar e executar as operações militares. Os argumentos de guerra rápida, guerra irregular e de guerra informacional em rede, foram imediatamente capitalizados pelos discursos presidenciais para anunciar uma nova sorte de operações militares supostamente discretas, cirúrgicas e eficientes. Como resultado direto desse empreendimento militar, os drones, ou Veículos Aéreos Não-Tripulados (VANTs), passam a figurar enquanto um instrumento supostamente capaz de capitanear todos os valores essenciais para esse novo modelo de guerra rápida e cirúrgica. Nos apoiando nos referenciais teóricos dos Estudos Sociaisda Ciência e Tecnologia, bem como nos estudos de filosofia da tecnologia e política, o objetivo dessa tese é demonstrar que, ao contrário do que se esperava com o emprego desse instrumento, não há o desenvolvimento de uma guerra cirúrgica, mas sim um incremento da violência e da barbariação dos conflitos. Para atingir esse objetivo estudaremos desde as nuances políticas do processo de desenvolvimento e "fechamento" do VANT Predator MQ-1, como a forma como os conflitos passam a ser percebidos por sua tripulação remota. Acreditamos que com isso conseguiremos compreender, não apenas os limites legais e éticos da política de uso de VANTs, mas também, o modo como os EUA estruturam os seus sistemas de Comando e Controle e as novas tecnologias bélicas para que os conflitos "cirúrgicos" se tornem rotineiros e potencialmente permanentes Abstract: Since the 1980¿s and 1990¿s, it took place in the U.S. military sphere several technological, economical and ideological changes. This "Revolution in Military Affairs" was conduced by the U.S. Department of Defense, witch articulates a bunch of concepts, practices, technologies and agencies to develop what was understood as a new way of organize command and execute the military operations. The rethoric of rapid war, irregular warfare and network centric warfare were rapdly capitalized by the presidential discourses to announce a new era for the military operations: supposedly stealth, surgical and efficient. As a direct result of this military entrepreneurship, the drones, or Unmanned Aerial Vehicles (UAVs) became to figure as arefference of all essential values for this new model of rapid and surgical warfare. Through the Social Studies of Science and Technology, and the philosophy of technology and political philosophy, the objective of this thesis is to demonstrate that, contrary to what was expected with the employment of this instrument, there wasant the development of a surgical war, but an increasing of the level of violence and the barbarization in the conflicts. To achieve this objetctive it will be studied since the polical nuances of the process of development and "closing" of the Predator MQ-1, as wel as the way as the conficts become to be perceived by its remote crew. We believe that with this study we will be able to comprehend not only the legal and ethical limits of the drone policy, but also, the way as the U.S.¿Armed Forces have structurate its Command and Control Systems, and its new belic technologies in order for the "surgical" conflicts become potentially permanent and routinized Doutorado Politica Cientifica e Tecnologica Doutor em Política Científica e Tecnológica CAPES
