A partir desses dados, empreendeu-se uma investigação sobre como o fenômeno é abordado pela mídia local e pelo poder público, averiguando reportagens e políticas da Defesa Civil, respectivamente. Tendo por pressuposto o fato de que a experiência de morar e circular nas grandes cidades brasileiras conduz à percepção de que os dias de calor intenso têm sido cada vez mais frequentes, justifica-se esta pesquisa no entendimento de que estes eventos, além de extremamente prejudiciais à saúde, podem levar à morte. O quadro ganha novos contornos diante do fato de que estudos realizados em diferentes partes do mundo, advindos de matrizes teórico-metodológicas variadas, corroboram a hipótese de aquecimento global. Além disto, os efeitos de ilha de calor nas áreas urbanas reforçam as altas temperaturas, aumentando o risco de que se configurem desastres, tais como a onda de calor na Europa em 2003, episódio que culminou com a morte de aproximadamente 35.000 pessoas. Assim, após a definição do fenômeno em conformidade com os dados climáticos locais, verificou-se que, entre 2001 a 2012, foram 561 dias quentes (5ºC acima da média máxima esperada), média de 47 dias por ano, e 65 ondas de calor (ao menos 3 dias consecutivos com 5ºC acima da média máxima esperada), média de 5,4 ondas de calor por ano. Esses eventos extremos de altas temperaturas concentraram-se no trimestre de agosto a outubro, com oscilação interanual marcante. Este contexto é ainda mais importante quando contraposto ao fato de que Campinas foi o primeiro município brasileiro a receber a certificação de "cidade resiliente" pelas Nações Unidas, considerando-o modelo em seu afinco na redução dos riscos aos desastres; contudo, depois da análise sobre a documentação da Defesa Civil municipal (decretos das Operações Verão e Estiagem), constatou-se que os riscos associados às altas temperaturas não são motivo de políticas de proteção e defesa na cidade. Nesta conjuntura, avaliou-se como eventos relacionados ao calor intenso estavam sendo abordados pela mídia local, encarando-a como veículo de difusão de conhecimento sobre a realidade municipal e, portanto, de relevante contribuição à percepção dos riscos pelo munícipe. O calor raramente foi abordado nas reportagens, tratado com leviandade "naturocausal"; nem os recorrentes registros de recorde foram suficientes para suscitar matérias mais complexas; isto é, ainda que determinados profissionais tenham recorrentemente feito a cobertura relacionada às condições atmosféricas, não houve considerações sobre origens, efeitos e vulnerabilidades às ondas de calor. Por desconhecer e negligenciar o calor como risco, a cidade não poderia ser considerada resiliente Abstract: In this work heat waves were defined for the city of Campinas, studying their frequency. Considering these data, an investigation was undertaken to evaluate how the phenomenon is covered by the local media and by the government, checking newspaper stories and Civil Defense policies, respectively. Considering that the experience of living and moving in large cities leads to the perception that the days of intense heat have been increasingly frequent, this research aims to shed light on the understanding that these events, are not only extremely harmful to health, but can even lead to death. This situation acquires new contours with the fact that studies conducted in different parts of the world, based on several theoretical and methodological frameworks, have supported the global warming hypothesis. In addition, the heat island effect in urban areas reinforces the high temperatures, increasing the risk that disasters might occur, such as the heat wave in Europe in 2003, episode that culminated with the death of approximately 35,000 people. After defining hot days and heat waves for the area, following a number of statistics, it was found that, from 2001 to 2012, there were 561 hot days (5ºC above the expected maximum average), an average of 47 days per year, and 65 heat waves (at least 3 consecutive days with 5ºC above the expected maximum average), an average of 5.4 heat waves per year. These extreme events of high temperatures were concentrated in the trimester of August-October, with remarkable interannual fluctuation. This context is even more important when compared to the fact that Campinas was the first Brazilian city to receive the certification of "resilient city" by the United Nations and thus, considered as a model regarding disaster risk reduction; however, after analyzing legislation related to the Civil Defense (regulations on two of its biggest technical operations), it was observed that the risks associated with high temperatures were not taken into account on the protection and defense policies in the city. In this frame, it was evaluated how these events related to intense heat were covered by the local media, considering it as a vehicle of diffusion of the knowledge about the municipal reality and, therefore, of relevant contribution to the perception of risks by the citizen. The heat was rarely addressed in the local newspaper, being treated with levity and by its natural causality; it is of note that the unprecedented recurrent records were not sufficient to raise more complex issues; i.e., although some journalists have repeatedly done coverage related to the weather conditions, there was no consideration on the origins, effects and vulnerabilities to heat waves.
