dc.descriptionThis article analyzes recent theoretical production in Brazil on strategic health planning, focusing on instrumental logic. The approach centers on authors who have emphasized theoretical and methodological aspects of strategic planning. Emphasis is on the need to develop a new instrumentality capable of answering dilemmatic questions faced in health issues (professional health workers' efficacy/personal achievement) in order to recover the teleological planning action. The author provides a proposal that considers planning a modulator for the incorporation of technology by health institutions.
