This paper presents a generalized network algorithm as a planning tool for optimal expansion of the Bolivian energy system. This energy system has an electric power system and a natural gas supply system which are linked by the gas fueled thermoelectric plants. This expansion model provides the supply capacity to meet the energy demand forecast up to the year 2010. The generalized network optimization model, a specialization of linear programming, is suitable to represent the entire system and its components: hydroelectric and natural gas sources; electricity and natural gas transportation lines; thermoelectric plants; electricity and natural gas markets. The arcs multipliers represent the transport efficiency on the electricity and natural gas lines and the conversion efficiency on the thermoelectric plants. The binary decision variables are associated with the candidate arcs: generation plants and transportation lines. A branch & bound method is used to find the minimum cost expansion. 8
