Resumen
The Brazilian Ministry of Health has institutionalized two articulated processes in the field of health technology management: (i) the production, systematization and dissemination of health technology assessment, and (ii) the adoption of a flow for the incorporation, exclusion or alteration of new technologies by the Brazilian National Health System. Several advances have been made, such as standardization of methods; production and promotion of studies; institutional development and international cooperation in the area of health technology assessment; definition of the necessary requirements for the presentation of proposals; definition of deadlines; and expansion of the segments that compose the committee that is responsible for the analysis and recommendation. However, some difficulties remain: health technology assessment activities concentrated in the Ministry; low sustainability of the activities of production and dissemination of the assessments; low penetration of health technology assessment in health care institutions; activities of assessment/incorporation with low participation of users; non-transparent decision-making processes; and low integration of the health policy with the scientific and technological policy. 46 SUPPL.1 83 90 Banta, D., Almeida, R., The development of health technology assessment in Brazil (2009) Int J Technol Assess Health Care, 25 (SUPPL 1), pp. 255-259. , DOI:10.1017/S0266462309090722 Barros, P.P., The black box of health care expenditure growth determinants (1998) Health Econ, 7 (6), pp. 533-544. , DOI:10.1002/(SICI)1099-1050(199809)7:6<533:AIDHEC374> 3.0.CO;2-B Battista, R.N., Towards a paradigm for technology assessment (1996) The scientific basis of health services, pp. 11-18. , Peckham M, Smith R, editors, London: BMJ Publishing Group Elias, F.T.S., Patroclo, M.A.A., Utilização de pesquisas: como construir modelos teóricos para avaliação (2005) Cienc Saude Coletiva, 10 (1), pp. 215-227. , DOI:10.1590/S1413-81232005000100028 Fuchs, V.R., Economics, values, and health care reform (1996) Am Econ Rev, 86 (1), pp. 1-24 Gadelha, C.A.G., O complexo industrial da saúde e a necessidade de um enfoque dinâmico na economia da saúde (2003) Cienc Saude Coletiva, 8 (2), pp. 521-535. , DOI:10.1590/S1413-81232003000200015 Gertner, A., Health technology assessment and incorporation in Brazil: critical reflections on an emerging public-private field (2009) J Bras Econ Saude, 2 (1), pp. 57-59 Lehoux, P., Williams-Jones, B., Miller, F., Urbach, D., Tailliez, S., What leads to better health care innovation?
