Resumen
The public policies design for the conscious in Ecuador answer to the lack of specified
public policies for tourism activity going along with the philosophical and policy principles
proposed by the constitution. The methodology was based on qualitative and analytic
analysis of the current public policy. The beneficiaries whom contributed to the tourism
theorization from a systematic perspective, the problem identification which prevents the
implementation and consolidation of the conscious tourism. All the information mentioned
before was established in the current legal framework taking as a basis the Constitution and
the national planning. Thus, a beneficiary and the competencies analysis was carried out.
The fundamental result was the formulation of 17 public policies framed in three axes
related to the development goals for the National Plan for Good Living 2013- 2317: It was
developed the change or power relations for the constitution of popular power; rights;
Liberties and capacities for Good Living and productive economic transformation from the
change of the productive matrix. It is concluded that the tourism activities based on the
human needs which has been evolved and now, the conscious tourism proposes as a
strategy facilitate the improvement the quality of life of the population. The lack the
consolidation or the tourist legal framework with the legislation of 2008 and an actor
mapping ignoring to the tourist system generates a space of planning which is not
articulated and with the invisibility or public, private and community actors that at the same
time, result a tourism activity with little organization. Therefore, it is recommended to the
Ecuadorian State providing spaces for the theorization of conscious tourism and the
identification of extended and articulated indicators to measure the impact of tourism
activity and obtaining the necessary inputs for an orderly, quality, accessible, secure and
low impact planning.
