Resumen
This research was conducted a management audit to the Chief Human Resources at Empresa Electrica Riobamba S.A. during 2010 to increase efficiency through the recommendations of an audit. First, we investigated the characteristic of the EERSA, next came a definition of basic terms that are used for the development of the audit, once identified these concepts proceeded to develop the administrative audit. We performed this audit to evaluate the efficiency and effectiveness in carrying out policies and procedures to establish correct results, we proceeded to visit the company, to develop the matrix of internal and external resources to determine strengths and weaknesses and defining opportunities for department areas that are oriented in the sense of: control environment, risk assessment, control activities, information and communication, supervision and monitoring. A survey to casual workers that their contracts are 3 and 6 months was applied. Finally, management prepares a report which was recommended to design and implement a code of ethics for EERSA so that officials are governed by the same and do the activities with professional and personal ethics, as well as disseminate and train officials, encouraging officials to conduct the training department for the activities are efficient, hire people who qualify for this position and not handled with political and personal commitments and verify the transparency of the systems that control assistance workers. This will help to achieve the proposed objectives and goals to ensure quality of service to the company and potential collaborators and especially to provide efficiently and effectively.
