Given the changes in the educational context of our country, it is necessary to
know them and understand them, such as political openness and democratization
of the country From the 1980s to political openness and democratization of the
country brought major changes in industries vital to developing this, the discussion
of a new constitutional proposal and its consequences for education are an
example. The democratization of education is a result of this process. In this
sense, this research aims to show the importance of strengthening the
participation of those who make the school managers, parents, students, faculty
and staff for an effective and democratic management. Therefore, knowing the
legislation, their assumptions and context in which they give to the changing
educational system is needed, assuming that the school is one of the most
important institutions in a democratic system. Understand the importance of each
actor of the school and to make dialogue a principle of democracy in school is the
goal of this work. To do so, rests on a qualitative study where its main purpose is
to understand the effectiveness of the function of the School Council as an
instrument of democratization of power relations that take place inside a school.
