Gestão municipal do Programa Bolsa Família nos municípios da Quarta Colônia de imigração italiana: enfoque sobre o controle social

This work is a reflexing about the interaction of social control of the “Bolsa Família”
Program, based on a research developed in the nine cities of the Forth Colony of Italian
Immigration, in Rio Grande do Sul. Its main objective is to investigate the action of Social
Control in the administration of the “Bolsa Família” Program in a municipal level, being that
this program’s management is shared with the three levels of government (cities, states and
Union), being the social control one of the tools of this process. This kind of work is justified
by the importance and the need to improve the acting of these social control instances in the
construction of a democratic and participative management, granted and legalized by the
Federal Constitution, but still with effectuation difficulties in all the levels of government. For
this, the work searches for the answer for the following questions: The management by social
control is realized? This management tool works? This research was performed in a
qualitative mode, the collecting of data was made by in loco visits, document verifications
and application of a questionnaire with open questions. After analyzing the results we can
conclude that, to function, the Social Control instance of the “Bolsa Família” Program must
be a pre-existent council of Social Assistance policy. Furthermore, the Municipal Managers of
the program are acting insecure, restricted to insert data in the systems and avoiding to get
involved in the Social Control Instance, providing it a minor importance in the Municipal
Public Administration.
