This research constitutes a study on the external evaluation, taking as a starting point the quality of basic education through the indices of Test Brazil and IDEB at the level of Brazil, especially in the municipality of Carazinho / RS, whose goal examined whether the external evaluations are configured as a mobilizing mechanism of quality education, with the problematic question: as the result of external evaluations impacts on the quality of education offered in the municipality of Carazinho? Therefore, we carried out theoretical studies from the fundamentals of Castro, Gold, Gadotti and Sousa. The methodology sought to follow the approach of qualitative and quantitative research on the type of case study to establish a comparative, descriptive design grounded in the data recorded in the INEP database and the Municipal Department of Education. The results show that since the first measurement of IDEB (2005) the city is increasing its performance, which allowed us to signal to the validation of the results of external evaluations as change-inducing pedagogical and administrative practices in the management of municipal education Carazinho. The results confirmed the importance of using the results of external evaluations as an mechanism of planning of educational policy for the municipal manager of education, since the completion of the external evaluations, alone, does not mean increasing the quality processes and educational practices.
