This study presents a historical introductory approach to the trajectory of people with physical deficiency across the ages and cultures eferring to physical accessibility, addressing the existing safeguards for people with physical disabilities and presenting in general terms the rights and guarantees of these people, in order to reduce existing differences, giving them opportunities and equalities so they enjoy life in the most normal and natural possible way, since they are often excluded from society. This theme, which is little considered in the juridical context, but which is very relevant because of protection from the national legal system and humanist legislation, that aim to reduce prejudice and discrimination against these people who search for equality and respect in the society they live. Therefore, from the principle of the human dignity and the need of ensuring that the person with physical disabilities accesses the fundamental rights, it is a major issue to study and analyze the impasses they face in training centers for drivers, when the delivery of National Driver’s License for the lack of preparation of these places, by not offering, for example, adapted cars for practical classes. The universal right to come and go must be guaranteed in all cases, and with the best access to the document that authorizes driving a motor vehicle, several people with physical deficiency will have better access to locomotion, without depending on other people. Thereby, they can join the society, which on several occasions, is extremely prejudiced, in a more dignified way and with a higher quality of life and independence, moreover from a personal and social perspective, with a greater autonomy to develop the issues related to daily life.
