Resumen
With the end of the Word War II and the scenario generated by the Cold War, the way of understanding and explaining security in the international community expanded, and went from being conceived on political and military terms only, to also include environmental, economic and social aspects. For this reason the concept of security became more complex giving access to different constructs and debates surrounding the expansion of the security agenda and the topics that should be discussed in it.
In view of the previous context the goal of this paper is to analyze a socially relevant phenomenon in the framework of the international relationships, making emphasis on the configuration of security from the intervention of third parties that got involved in communities affected such as with the Somalia case, which faced a security emergency as a result of the expulsion of Siad Barre from the power on 1991. It’s significance lies in the refurbishment of both the human rights as well as the relevance of the role of the international organizations and from the most influential States from the international system, in the production of those rights and the vulnerable communities that make part of that system.
