Resumen
A decade ago, war against terrorism was a fight that States struggled alone. Today
and as the result of the global impact of this phenomenon, actions against this
scourge have acquired international scope. Most of the countries members of the
United Nations have assumed this war –against a common, but an unknown enemyas
a political commitment in behalf international peace and security. The progressive
subscription of international instruments that condemns terrorism and that demand
actions against it, externalize that the political intention have drawn into an
autonomous obligation of customary character, within the international order;
which makes that no country in the world- nowadays – can refuse to combat
terrorism (internal or transnational), no matter the justifications that can address in
order to its breach.
