Talking about the boundaries and frontiers of Europe are not currently defined in full , resulting problematic at the east subregion , where there are states like Ukraine , Belarus , Turkey etc. . The thin line that divides Europe from Asia is still confusing , so consider defining Europeanness involves more variables than geographical and cultural . Thus, the uncertainty is related to the attributes that have Europeanness , and how citizens identify with it . Europeanness rather than a set of values attributable to the citizens or a common cultural heritage , is a diffuse , ephemeral and elusive concept for some authors . The significance of this concept is reflected in Article 49 of the Treaty on European Union where the conditions for membership in the European Union ( EU) are set . Although membership in the EU is not the same as being European so far is the most acceptable to refer to a state as a European way . Article 49 stipulates that " any European State which respects the values referred to in Article 2 and is committed to promoting them may apply to become a member of the Union ."
