As per the key aspects identified in several academic studies of administrative reform processes, the importance of administrative reforms in a globalized world and due to the need of studying administrative reforms of Colombian territorial entities, this academic research has the purpose of analyzing the conceptual, legal and judicial framework of administrative reforms, which includes studying the applicable controls and limitations to administrative reform processes initiated by Colombian territorial entities.
This research intent to identify in a clear way the general picture of those aspects in which territorial entities have greater or lesser degree of autonomy to carry out administrative reform processes, so it will be possible to identify the key risks involved in such processes.
The main goals and objectives to highlight from this research are: (i) to identify and analyze the key academic studies made worldwide with respect to administrative reform processes, (ii) to describe those aspects in which territorial entities have greater or lesser degree of autonomy to carry out administrative reform processes, (iii) to analyze the controls applicable to administrative reforms and the legal grounds that could lead a reform to be declared null and, (iv) to identify the key risks associated to administrative reform processes undertaken by territorial entities in Colombia.
The above analysis will allow us to answer the following question which is the center of this research:
Which are the conceptual aspects, limitations, controls and key risks involved in administrative reform processes undertaken by territorial entities in Colombia?
