| dc.description | No Brasil, desde 2005 a Assistência Social vem sendo praticada como política pública sistematizada na forma de um Sistema Único de Assistência Social ? SUAS que organiza suas ações em dois níveis diferenciados: Proteção Social Básica ? PSB e Proteção Social Especial ? PSE. Uma das principais expressões da PSB foi a criação dos Centros de Referência de Assistência Social ? CRAS, que tem possibilitado a presença sistemática e contínua dos trabalhadores sociais nos contextos e relações marcados pela desigualdade social. Considerando a demanda pela educação continuada dos trabalhadores/as do SUAS e suas experiências nestes contextos e, ainda, a demanda por processos coletivos e criativos na PSB, esta tese se desdobrou em um projeto de pesquisa-intervenção com o seguinte objetivo: investigar a mediação audiovisual em um percurso formativo com trabalhadores da Proteção Social Básica ? PSBdo Sistema Único de Assistência Social ? SUAS em Joinville ? SC, um município do litoral norte catarinense e com população estimada em 570 mil habitantes. O percurso foi proposto pelo pesquisador à Secretaria Municipal de Assistência Social que realizou a divulgação, a inscrição e a liberação do serviço de dezoito (18) trabalhadoras da PSB para uma agenda de sete encontros, em período de aproximadamente cinco meses, tendo cada um deles aproximadamente três horas de duração. A mediação audiovisual concebida para esta investigação refere-se, primeiramente, a possibilidade de fazer encontrar sujeitos de um determinado campo com algum filme. É interessante lembrar que a mediação é inerente à constituição de sujeito em uma perspectiva Sócio Histórica, justamente, pela ênfase nas relações objetivas e subjetivas que marcam o processo de significação, sem perder de vista as dimensões históricas e concretas que objetivam/subjetivam a existência humana. No planejamento do percurso foi definido como acervo para a mediação audiovisual os filmes realizados em Joinville ? SC. A pesquisa também teve interlocução com pressupostos da obra de Jacques Rancière. O trabalho de análise constituiu-se em um processo de montagem das cenas de pesquisa, um trabalho mais processual, que se estende para além do episódio em si, buscando flagrar as tensões genéricas que constituem certo plano de significação. Os resultados/cenas desta investigação foram sistematizados na forma de três artigos: (1) A mediação audiovisual como dispositivo de trabalho no Sistema Único de Assistência Social: cenas de um percurso de formação com trabalhadoras da Proteção Social Básica; (2) A experiência de ser trabalhador na Assistência Social: imagens de vidas implicadas com o campo da desigualdade social; (3) Cenas migrantes de trabalhadoras do Sistema Único de Assistência Social ? SUAS: a mediação audiovisual como desinformação de territórios. Finalmente, consideramos que a mediação audiovisual tem uma qualidade conceitual e metodológica potente para a pesquisa intervenção, processos grupais e a educação continuada de trabalhadores/as no contexto da desigualdade social e, que o SUAS, é uma política pública em construção que demanda investigações, experimentações e outras formas inovadoras de produção da Assistência Social no Brasil.<br> | |
| dc.description | Abstract : In Brazil, since 2005 the social assistance has been practiced as a systematized public policy, shaped in the Unified Social Assistance System ? SUAS that organizes its actions in two different levels: Basic Social Protection ? PSB and Especial Social Protection ? PSE. One of the first expressions of PSB was the creation of the Social Assistance Reference Centers ? CRAS, which has become possible the continuous and systematical presence of the social workers in the contexts and relations marked by the social inequality. Considering the continued education demand of the SUAS workers and their experiences in these contexts and, still, the demand for collective and creative processes inside the PSB, this thesis was unfolded in a research-intervention project with the following aims: investigate the audiovisual mediation in a formative path with the Basic Social Protection workers ? PSB of the Unified Social Assistance System ? SUAS in Joinville ? SC, a city located on the north coast of Santa Catarina with an estimated population of 570 thousand inhabitants. The path was proposed by the researcher at the City Social Assistance Department that made the disclosure, the inscription and the liberation of the service of (18) PSB workers for seven scheduled meetings, of approximately 3 hours each, for a period of approximately 5 months. The audiovisual mediation designed for this research refers, firstly, to the possibility of finding subjects from a given field with some film. It is interesting to remember that the mediation is inherent to the constitution of subject in a social-historical perspective, precisely, because of the emphasis in the objective and subjective relations that mark the process of signification, without losing sight of the historical and concrete dimensions that objectify/subjectify human existence. During the planning of the path was defined as a collection for the audiovisual mediation films that were made in Joinville ? SC. The research also had interlocution with assumptions from Jacques Rancière works. The analysis work happened through a research scenes montage process, a procedural work that extends beyond the episode itself, seeking to catch the generic tensions that constitute a certain plane of signification. The results/scenes of this investigation were systematized in three articles: (1) The audiovisual mediation as a working device in the Unified Social Assistance System: scenes of a formation path with the Basic Social Protection workers; (2) The experience of being a worker in Social Assistance: Images of lives implied in the field of social inequality; (3) Migrant scenes of the Unified Social Assistance System ? SUAS workers: Audiovisual mediation as disinformation of territories. Finally, we consider that audiovisual mediation has a powerful conceptual and methodological quality for research-intervention, group processes and for the continued education of workers in the context of social inequality. We also consider that SUAS is a public policy under construction that demands investigation, experimentation and other innovative forms of production of Social Assistance in Brazil. | |
