This article analyzed the environmental inequality in Rio das Ostras-RJ in terms of distribution of adequate housing conditions, based on water supply, sanitary sewage, waste disposal, and normalized density vegetation indexes, available on IBGE Census of 2010 and on images from sensor TM/Landsat-5 and HRC/Cbers-2B, of 2008. The indexes were ponderated by using the method Analitic Hierarchy Process and aggregated on the Arcgis 10.0 software, thus constructing the environmental inequality index. The Rio das Ostras municipality was selected because it presented a high rate of population growth between 2000 and 2010, followed by a significantly economic growth resulted by oil and gas exploration in Bacia de Campos. In this sense, we consider important to verify if the population and economic growth were followed by adequate distribution of housing conditions for all population. The result showed the presence of environmental inequality in Rio das Ostras, affecting mainly low income people, with high rates of illiteracy and located on the edge of urban area and rural area, which presented deficiency in providing services and infrastructure. We conclude that the distribution of adequate housing conditions analyzed in this study isn't homogeneous and follows the logic of value of urban area for the property speculation in Rio das Ostras. The presence of environmental inequality also represents difficulties on urban sustainability; with many areas don't have adequate housing conditions, therefore impacting the environment. 38 82 106
