Orientador: Maria de Fátima de Campos Françozo Dissertação (mestrado) - Universidade Estadual de Campinas, Faculdade de Ciências Médicas Resumo: O Benefício de Prestação Continuada ¿ BPC é uma política social de proteção à pessoa com deficiência e ao idoso. Está garantido na Constituição Federal de 1988, regulamentado pela Lei no 8.742, de 7 de dezembro de 1993 (Lei Orgânica da Assistência Social - LOAS). O BPC é uma transferência incondicional de renda, equivalente a um salário mínimo, destinado às pessoas com deficiência e ao idoso com 65 anos ou mais, que comprovem não possuir meios de prover a própria manutenção e nem tê-la provida por sua família, cuja renda per capita seja inferior a ¼ de salário mínimo. Este estudo teve como objetivo analisar o significado que os pais ou responsáveis de jovens com síndrome de down (SD) atribuem ao benefício de prestação continuada, bem como ao trabalho. Buscou também compreender a percepção que a família do jovem com SD tem em relação ao trabalho e à deficiência. Tratou-se de uma pesquisa qualitativa em que foram entrevistados 11 pais ou responsáveis por jovens com síndrome de down, que recebem ou receberam o BPC e que frequentam uma organização não governamental que presta serviços sócio assistenciais a pessoas com síndrome de down no município de Campinas. As entrevistas foram guiadas por um roteiro de questões que tratou sobre: BPC, tempo de recebimento do benefício, cotidiano do jovem com deficiência, escolaridade e preparação do jovem para o mercado de trabalho, visão da família em relação à deficiência. As entrevistas foram gravadas em áudio, transcritas, e, posteriormente, os dados foram categorizados, descritos e analisados. Os resultados apontam que o jovem com SD que está inserido no mercado de trabalho tem uma rotina diferenciada do jovem que não trabalha, em termos de horários, atividades e responsabilidades. O BPC está incorporado à vida familiar no sentido de contribuir para o sustento da casa e, por isso, a dificuldade de alguns jovens inserirem-se no mercado de trabalho. O tempo de recebimento do benefício pelos participantes é grande, e, sendo assim, dificilmente ele é 'trocado' pelo salário que o jovem receberia se estivesse trabalhando. Dentre os 11 jovens cujos responsáveis foram entrevistados, 3 estão inseridos no mercado de trabalho, e 8 recebem o BPC e não trabalham. Existiram experiências positivas para os jovens em relação ao trabalho, tais como: sentir se produtivo, útil, autônomo, independente, mas também experiências negativas, frustrantes. Vários participantes relataram que não sentiram que os jovens foram acolhidos e protegidos no ambiente de trabalho. Algumas famílias ainda vêem o jovem como criança, não acreditando na capacidade do mesmo para o trabalho. Em relação ao futuro, os participantes relataram dificuldades em pensar sobre e planejar o futuro dos jovens com SD, manifestaram dúvidas, incertezas, preocupações, mas almejam a independência do jovem. O trabalho na vida do jovem com SD possui um lugar de destaque, uma vez que através do mesmo, este jovem passa a sentir útil, produtivo, independente, incluído na sociedade e acima de tudo, protagonista de sua própria história Abstract: "O Benefício de Prestação Continuada" The Continued Cash Benefit CCB is a social protection policy to the disabled and the elderly. It is guaranteed by the Federal Constitution of 1988, regulated by Law No. 8,742, of December 7, 1993 (Organic Law of Social Assistance LOAS). CCB is an unconditional transfer of income, equivalent to a minimum wage for people with disabilities and the elderly aged 65 or more, after proving to not have means to provide for their own maintenance or have it provided by their family, whose per capita income is less than 1?4 minimum wage. This study aimed to analyze the meaning that parents or guardians of young people with Down syndrome (DS) attribute to the benefit of continued provision, as well as to the work.?It also sought to understand the perception that the family with an youngster with DS has in relation to work and disability. This was a qualitative study that interviewed 11 parents or guardians of young people with down syndrome who receive or have received the CCB and that attend a nongovernmental organization that provides social welfare services to people with down syndrome in Campinas. The interviews were guided by a script of questions that dealt with: CCB, time receiving the benefit, the everyday of the young with disabilities, preparation of the young for the job market, education and vision of the family in relation to disability. It was audiorecorded, transcribed, and then the data were categorized, described and analyzed. The results show that the young with DS which is inserted in the job market has a different routine of the young who does not work in terms of timetables, activities and responsibilities. The CCB is incorporated into family life to contribute to the upkeep of the household and therefore the difficulty of some young people to work. The period receiving the benefit among participants is long and vital to family life, therefore, it is hardly changed by the salary that the young would receive if they were working. Of the 11 young people interviewed, 3 are inserted in the job market, and 8 receive the CCB and do not work. We were able to realize that there are positive and negative experiences of young people in relation to work, such as sense of autonomy, independence, feeling productive and useful. On the other hand there were also frustrations, families did not feel that the youngster was welcomed and protected in the workplace, many still see the youngster as a child, not believing in their ability, causing the young with DS to leave the job. About the future, parents reported difficulties in thinking about it and planning for the future of young people with DS, they have many questions, uncertainties, concerns, but aim for the independence of the young.
